President-elect Donald Trump has finalized a memorandum of understanding (MOU) with the White House, enabling his transition team to engage with federal departments and agencies as they prepare for the January transfer of power.

Susie Wiles, Trump’s incoming chief of staff, announced the agreement on Tuesday, stating the MOU was signed with “President Joe Biden’s White House.”

“This engagement allows our intended Cabinet nominees to begin critical preparations, including deploying landing teams to every department and agency, and ensures an orderly transition of power,” Wiles said in a statement.

The Trump transition team plans to deploy landing teams to federal agencies and departments to gain access to documents and policy-sharing processes. The team has pledged transparency, stating the identities of these members will be shared with the Biden administration.

Wiles also noted that taxpayer funding will not be used for the transition, nor will government buildings provided by the General Services Administration (GSA).

However, the transition has not disclosed its donors, leaving questions about how the effort is being financed. Wiles stated foreign donations will not be accepted and promised eventual disclosure of donor identities.
