CLEARWATER, Fla. – James Lamar Smith, 49, has been identified as the man who was found lying in the lanes of Gulf-to-Bay Boulevard at Old Coachman Road with serious injuries. He died from those injuries on Saturday at St. Joseph’s Hospital in Tampa.
His injuries are consistent with those that would come from being struck by a vehicle.

The Clearwater Police Department has received a $26,882 contract to make the streets of the city safer for bicyclists and pedestrians.
Pinellas County ranks in the top 25 counties in the state for traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists. In an effort to protect the safety of these most vulnerable road users, the police department will conduct High Visibility Enforcement Details (HVE) starting Nov. 30 and continuing through May 14, 2021. This area is over-represented in traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists.
