Florida Governor Ron DeSantis signed five acts earlier this week, one of which he claimed would lessen the “grooming” of youngsters online and one bill inspired by Gabby Petito.

Any adult who participates “in a pattern of verbal or written communication to a minor that includes explicit and detailed verbal descriptions or narrative accounts of sexual activity, sexual conduct, or sexual excitement and that is harmful to minors” will face harsher criminal penalties under one of the bills (HB 1545).

A different bill (HB 1131) will establish the Florida Department of Law Enforcement’s “Online Sting Operations Grant Program” to provide funding for local sting operations that target those who exploit minors on the internet.

DeSantis said, “We’re going to crack down on the grooming of these minors. And the fact of the matter is with the rise of the internet and social media and all these different apps that has been a playground for these predators to go in and to groom these young kids.”

One of the other measures, SB 1224, calls for training law enforcement to determine whether victims of domestic abuse are more likely to die or suffer severe injuries.

DeSantis said the bill was, in part, inspired by the family of Gabby Petito, who was killed in 2021 by her fiancé in a case that drew widespread attention.

Domestic violence continues to be a pressing issue worldwide, leaving countless victims vulnerable to harm. The tragic case of Gabby Petito, a young woman whose life was cut short by domestic violence, has sparked a nationwide conversation about the need for stronger protections.

Utah, a state that has been at the forefront of domestic violence prevention efforts, had already recognized the significance of lethality assessments before the tragic death of Gabby Petito.

In June 2023, Utah Lieutenant Governor Deidre Henderson spoke about the effectiveness of lethality assessments, emphasizing their ability to save lives and identify individuals at high risk of harm.

Over half of Utah’s law enforcement agencies voluntarily implemented lethality assessments, and the positive outcomes were evident. Based on this success, Florida looked to Utah as a model for their own legislation.

The “Gabby Petito Act” in Florida

Following Utah’s lead, Florida has enacted the “Gabby Petito Act” to protect domestic violence victims. This new law requires law enforcement officers to administer lethality assessments when responding to domestic violence incidents.

By asking victims a series of questions, officers can assess the level of danger they may be facing and take appropriate measures to ensure their safety. The implementation of this act in Florida signifies a growing recognition among states that lethality assessments are a critical tool in preventing domestic violence-related tragedies.
